九八年自由軟件界最出位的人無疑應是 Eric Steven Raymond (ESR) 。ESR 為 New Hacker's Dictionary 的編輯 ， 最近以開發 fetchmail 所得來的 經驗撰寫了 The Cathedral and the Bazaar 討論 Linux 式的軟件開發模式之優點 。這文章引起了各關注 (包括 Netscape 高層) ，亦做就了 Netscape 在 98 年 1 月 尾 宣佈開放 Netscape Communicator 的源碼 (演變成現在的 [Mozilla])。承接 Netscape 加入自由軟件， ESR 在同年二月初提出使用 Open Source 取替過往對 Free Software 的稱呼以便日後在各階層推廣自由軟件，並和 Bruce Perens 創立 Open Source Initiative 推廣及認證 Open Source 許可證。
